Definition

Hebbian learning is the rule that correlated activity strengthens synaptic connection — what fires together wires together — scaling from milliseconds of LTP to months of skilled practice.

Origin

Hebb (1949) proposed that repeated co-activation of neurons increases connection strength. Bliss and Lomo (1973) demonstrated long-term potentiation in hippocampus — sustained synaptic strengthening after patterned stimulation — giving a cellular model for the slogan.
