Abstract
Gross National Happiness is presented as Bhutan’s official complement to output: a public development story that a state measures, publishes, and asks institutions to stay coherent with — not a mood survey that proves private flourishing.

Key findings
- Official box — A national happiness metric is a collective identity cue, not a private feeling.
- Not proof of mood — Existence of the index is not evidence that measuring happiness produces it.
Application
When you hear a country or a team wear a well-being number as costume, separate the metric box from the life it was meant to protect. Pair Gross National Happiness.
